Spokane Airport to Form Bomb-Dog Unit @ Airline and Airport Security News (AirportBusiness.com)

My airport [Spokane--GEG] is getting bomb-sniffing dogs, y'all:

Spokane airport officials say they'll form a three-dog bomb-detection unit to improve security using $120,000 in federal money. But that decision has raised the hackles of the Spokane Airport Police Association, which opposes the plan to hire civilian handlers for the bomb-sniffing dogs.

Oh I get it. “Raised the hackles...” Isn't that hysterical? Aren't those folks at sr clever? The prose just sparkles. But I digress. Here's the thing I wonder. What on earth is a “civilian”? Wiktionary says: a person who isn't a member of the military armed forces. So far as I know, the Spokane Airport Police are not a military organization. ♻ airportbusiness.com
